Blackmon offers education plan,
funding unclear

That process has been in place since 1994 but lawmakers have largely ignored it. Blackmon has been a state senator since 1992 and has served on the budget-writing Senate Appropriations Committee.
Blackmon also said lawmakers could raise money by eliminating some of the more than $1 billion in state sales tax exemptions. She said a study would be needed to determine which ones to eliminate.
Other money could come from eliminating state agency travel budgets, she said, and by fully funding the state Tax Commission staff to increase its ability to collect taxes.
