New U.S. foreign policy idea

This article summarizes an email that I received.
The theory may have a lot of merit. You can be the judge.
Wouldn't it be great to read in the paper that any U.S. president, Democrat or Republican, gave the following speech?
My fellow Americans, as you know, the defeat of the Iraq regime has been completed. Since Congress does not want to spend more money on this war, I am giving an order for the complete removal of all American forces from Iraq.
Before me, I have two lists. One contains the names of the countries which have stood by our side. This is a short list: the United Kingdom, Spain, Bulgaria, Australia and Poland.
The other list contains the countries that have not helped us. This list contains most of the world's nations.
Let me start by saying that effective immediately, foreign aid to those nations on List 2 ceases immediately. The savings will basically pay for the war in Iraq during the first year. Next, we will apply the savings to Social Security so it will not go broke in 20 years.
The American people are no longer going to pour money into third would countries and watch their dictator's grow fat on corruption.
To the terrorist organizations: Attack us and we will hunt you down and eliminate you from the face of the earth.
I am ordering the immediate severing of diplomatic relations with France, Germany and Russia. Thanks for all of your help. We are retiring from NATO as well.
To Mexico: I will have extra infantry divisions sitting around. Guess where I am going to put them? I will give you a clue – border security. And by the way, the United States is abrogating the NAFTA treaty – starting now.
To our oil producing "friends," we will immediately begin drilling for oil in Alaska. This will take care of this country's oil needs for decades to come. Next we will start drilling off the California coast.
To the nations on List 2, you might want to learn to speak Arabic.
If you can read this, thank a teacher. If you are reading it in English, thank a soldier.
