40-count child porn indictment is returned

RUSSELLVILLE — A Franklin County grand jury returned a 40-count indictment charging a Phil Campbell with possession of child pornography.

Ryan Julian Vega, 21, was arrested on Sept. 17 when members of the state Internet Crimes Against Children Task Force received a cyber tip that he had uploaded child pornography to an electronic device.

Investigators with the Franklin County Sheriff’s Office executed a search warrant on the 300 block of Shelnutt Loop.

Vega initially was charged with two counts of possession of child pornography.

After investigators seized two cellphones belonging to Vega, they found more images on the phones.

Sheriff’s Sgt. Kyle Palmer said he spent much of a day scanning both phones and found at least 40 images.

Vega was arrested and booked into the Franklin County Jail, where he remains on a $150,000 bond.

Vega attempted to seek a bond reduction, but decided to withdraw that request, according to court documents.

His arraignment is scheduled for Jan. 9, 2026.

Possession of child pornography is a Class C felony, according to the Code of Alabama. If found guilty, Vega could be sentenced to no more than 10 years in jail for each count.
