On tort reform

Our editorial position on the issue of tort reform is that any meaningful action must cover the civil justice system generally, not just medical malpractice insurance. Caps on punitive damage awards, venue restrictions and some of the other elements discussed over the past months are all good, but they won't be worth a plugged nickel unless they are enacted into law.
Late word Saturday night was that House-Senate negotiators have not yet reached any agreement and had nothing to bring back to a special session of the Legislature that is scheduled to continue today at 3 p.m. It will be very interesting and, in a political sense, revealing to see how our lawmakers handle this volatile issue
